Is this a bug? Mod wheel data bleed

When recording modulation wheel data onto a track then muting that track the mod data tgAt was recorded still gets output I. E playing on a keyboard on a second track that addresses the same vsti receives the mod wheel data from the muted track.

It's annoying and seems like a bug to me.

Anyone else getting this behaviour?
