The license can officially be transferred once, not sure what happens after that as there's no officially advertised way to purchase a new license on its own.

Of course with 4 hardware activations available, you could probably get away without ever re-registering the licence (assuming the original licensee didn't use them all up), and updates are publicly available from Akai's site, so no need to register for those. However without the license, this will scupper any chance of a paid upgrade (I'm assuming these will come eventually). I suspect support options will also be limited.
