I'm using an Avid Vocal Studio with the M-Audio USB mic. I record my vocals using my sampler. It's got horrible latency. The lowest I can get my audio buffer size is 960 without any pooppin or cracking. I have a ton of space on my computer. Is there anyth9ing I can do to fix this?

960 samples is pretty high buffer size for vocals. That buffer size has input monitor latency written all over it.
