Can I make a loop that's 3 1/2 bars instead of 4? How? Thanks!

But would have to do it before recording events onto the sequence...
double the tempo on a new sequence, and make the bar length 7...
You could also Try messing with the time signature (i think 4/8 ) ? Same thing and change it to 7 bars..
