Vintage Plugins Not Working!

Hi everyone. I installed 1.7, and tried the method below:

Well it didnt work, so I uninstalled it, and went to 1.6

Still didnt work.

I went to 1.5. Still didnt work.

I'm trying to see what I did wrong. I deleted the vintage folder everytime I uninstalled it, but no work.

I'm on windows, is there another step I need to do to insure its completely uninstalled?
