I have time correct off and my display resolution set to 960 ppq but when I'm in grid mode and I'm adjusting a note I can only adjust in 4 ppq increments using the data wheel (which does not give me 960 ppq), but I can go into the software in View/List Editor and double click on a note and I can make finer adjustments that way. Is this a bug that I can adjust it a finely as I should on the Touch controller or is there another way to accomplish this?

From what I can tell, 4 ticks is as fine as you can do from the hardware.

"To move the selected notes, tap Nudge at the bottom of the touchscreen, and then use the Data Dial or –/+ buttons to shift the notes left or right.
By default, you can position notes only by quantization values, defined by the Time Correct value (see below).
To change the position of notes without restricting (“snapping”) them to the grid, tap and hold Don’t Snap in the lower-left corner of the touchscreen, and then use the Data Dial or –/+ buttons to shift the notes. In this case, each nudge is equivalent to 4 ticks."

Thanks BremenCole, for your feedback.
4 ticks at 960 ppq is is a pretty fine adjustment but I still think that we should have the ability to have the full resolution of 960 ticks per quarter note.

I thought perhaps holding shift would override the grid, but the 4 ticks is all I could get.

I agree, I see no reason why the "override" shouldn't bring it all the way to one tick.
