[Request] Set lowest level on 16 level-velocity

I would like to be able to select the lowest level when selecting the 16 level-velocity function the same way that you can select the level by holding the button when using the "full level" function or selecting the key when using 16 level-tune.

So that the lowest level can be set to zero/silent.

When velocity is set to zero in PROGRAM/AMP,
the lowest velocity in 16 levels-velocity is still MORE then zero.
