Let me answer my own question now I have an MPC60II with the 2.12 OS. Yes, they do. So you have a choice. Get the 3.10 OS or an external sampler.

HAha...and if you use an external sampler, make sure to plug the midi out of your sampler to your mpc 60's in...(in addition to your 60's out and sampler's in)...this tells your 60 what's what with the note on/note off feature...

I don't have to do this to record the MIDI note on/off information. I only have connected the MPC's MIDI out to the MIDI in of my external sampler and the MPC's sequencer records the MIDI note on/off information fine. It doesn't seem to need feedback from the external sampler.
