TRIGGERING pc Vst sound MOdules.... PLEASE COMMENT

I'm sure this is possible.. but is it any different from Hardware modules.... and if my Sound card always has midi.. Would I still need a MIdi interface(only ask because I want to avoid latency issues)

It is no different from a hardware setup. Latency issues have more to do with audio drivers than Midi. I had a Delta 1010 and I had latency down to <5ms on a P4 3GHz PC. Your soundcard Midi port should be fine. The only reason for getting a midi interface is if you need more midi ports for more VSTs (>16 instruments).
