MPC3K cocked up

OK, I got the dreaded "all lights on" lock up
on my MPC3k yesterday.

I opened her up and looked at the power supply.
While I'd like to get into debugging the power
supply, the first thing I noticed is that there is
a solid white ooze around the caps in the topmost
power supply board. Doesn't look good to me...

Anyone have a second opinion?

Power supply failure = most likely.

Are the CAPS bad ?

Hard to say without testing them.

The white goop doesn't look like anything from within the CAPS.

Looks more like board mounting, neutral cure, white coloured silicon
that is often used in power supply stages.
