Ok this is a good sign for the EPROMS condition.
If you are tech savvy enough to pull and swap EPROMs then:
Join the MPC60 group at yahoo:
Then go to the files section and pull down the service manual ...

A possiblity of failed battery back up to the CRAM ( NVRAM ) can cause weird stuff to happen ( some times ).
As a start, with the power off and disconnected, you could momementarily short both sides of the CRAM ( NVRAM ) battery ( type CL2020 ) on the main CPU board.
If this doesn't help then check the power supply is delivering clean and correct voltage to all intended areas.
All I can think of right now.
