What is preventing the memory on the mpc 60 from being expanded to as much as 32 megs or more? Why can't ram chips be modified to fit into the current slots?

Limitation in hardware design. ( circa mid 80's )

Complexity in creating a user installable upgrade based on the limitation in hardware design.

Because the MPC60 hardware design is from an era where implementation of this type of user installable memory expansion would essentially, have been out of the question.
