UPDATE
The Error message about being unable to create the back of the1.6 Project when importing is happening because my Projects are stored on external drives.
If I copy a 1.6 Project to the default Windows location it will import it without the backup error message.
In both cases the Project is still imported into 1.7 the difference is loading from one of the external drives is unable to create the backup copy.
Seems that the software is looking for the Project to have a standard path that can't be found since they are stored externally.
Still a bug.
