Yes, when you have progressions on your PC's disk (from the Internet or your own) which you would like to use in standalone, you can copy them onto your SD card /Progressions folder, and your MPC will find and read them as soon as you insert the SD card. To summarise, MPCs read progressions from both the internal memory and external drives and merge them into a common list available from the Pad Perform window.
