Unknown I think, I suspect they are working this out as they go along. I assume they would transfer the licenses with the hardware transfer, but that would require akai support responding to emails
Pretty sure it's quite known already. Purchased plugins are tied to your Inmusic/Akai account, and since you have to log in to authenticate them on your MPC, if you sold your MPC, assuming you didn't log out of your account on your MPC or de-authorize them, they would remain intact. But a system preferences reset might cause issues down the line, as would any upgrade to a newer firmware. Also, I think they need to "call home" on occasion to re-authenticate, though on that point I'm a little less sure.
If I sell my MPC, I'd personally de-authorize any purchased plugins, log out of my Inmusic/Akai account, and reset system preferences before it left me anyway. But that's only because I'd want to hold on to the plugin licenses for use on my new MPC that would be replacing it...
