I've set up FS2 for CC66 - sostenuto. It sends to other synths via MIDI, but isn't recognized by any internal sounds/plug-in's. For this CC, any keys held when you push the foot pedal should hold (like the sustain pedal), but keys played after pushing the foot pedal should not hold. Other CC's work with internal sounds on FS2 (or the sustain pedal if altered), such as portamento, legato, etc.

Is there some global plugin setting? or individual setting per sound?

First thing to do is find a sound that has cc66 implemented. Try a piano sound from Fabric XL or Stage Piano just to see if the pedal is configured right. With non-piano plugins the cc assignments may or may not be available from program editing. Key Group programs are pretty easy to assign cc numbers to various functions.

Moral of the story: The type of program matters. Become a good friend with the manual. The word sostenuto is not common in MPC land. The best of luck to you.
