Because of bugs in MPC3 I opened a .xpl file. It turned out to be a simple XML file with one big issue.
The settings are stored within a <state> in a binary format.
Does anyone know if they can be decoded, fixed and recoded again?

No idea, but you can try to reverse-engineer it. Make a minimal change in the settings, re-save and compare before/after.

Did you figure it out? I'm not one for coding and failed miserably at reverse engineering it. Would love a way to batch convert presets over from other synths.

No. I didn't try to.
I'd rather have Akai/Air fix the preset system for OPx-4 than fixing those presets with force.
