Sequencer Step Edit - plugin instruments

When using step edit feature on the sequencer on a track with a plugin instrument (Jura, Mini-D etc) there only an event button, the modifier button is missing. Is this just not available for plugin instruments? Is there a way to plock the filter cutoff, pitch etc per step?

I believe modifier is for drum tracks only, it's effectivelyly a way to step edit 16 level data. For a plugin, just use automation to control the filter cutoff of the plugin.
