usually it's a routing (stereo -> mono) issue, possibly bad cables (sometimes).
What actually is happening in your system is that left channel of your stereo signal is being 'monofonized' to into two L/R channels while the right channel doesn't reach the 'target' at all. When you pan left you can hear the sample in both channels as if it was stereo sample (but in reality you can hear left channel only). When you 'towards' right, you essentially lower the volume of the currently playing left channel and increase the volume of the 'not reaching the target' right channel hence the 'dissapearing snare'. Best way to prove it is to replace the sample without altering the any config on the channel to a sample that will have completely different stuff on both channels (without any bleedthrough) and then you will be able to reliably check if both channels are playing in center position or the left is being summed to mono as I mentioned.
Are you sure that your mix out is not being summed to mono ? (master channel ? speaker cables etc ?)

I want to pan the snare and hihat. I've got a drum program loaded, I can get to the control in which each individual drum sound can be panned, and it's not working. If the PAN knob is all the way left, I still hear snare in both speakers. If I turn the knob all the way right, the snare disappears.
