Are "Legacy Expansions" designed to be loaded into Hardware?

I've noticed I could export the "Essential Sound Libraries" into the MPC X, but it won't export the "Legacy Expansions" (The 809, The Bank, The Wub, The Noise) into the MPC X. Are these MPC software Expansions only? Because they won't export into the MPC X like the other ones tried everything to re-load software etc. It won't work, or is this apart of a bug issue I've heard about?

You can only export sample expansions, the wub and bank are plugin expansions

Thanks my Expansion question has been answered, I always thought the plugin Expansions were supposed to be loaded into the MPC X.
