Not seen a discussion, but I figured out a work around for the issue of not being able to change time signatures.
Make a song in one time signature and after you've finished the sequence go to 'Project Defaults' and change to the other time signature you want.
Save the project
Open another project
Go back to original project and add a new sequence and it will be in the new default setting. If you want to have different sequences in the two or however many time signatures you have, just copy a sequence and it will be in whatever time signature that sequence is in.
Save this as a template and you can have all the time signatures you want available in any project.
Obviously not better than being able to change it on the fly, but it works.
