Trouble with Q link assignments in Keygroup Program

I'm trying to assign filter cutoff to a Q link but that parameter doesn't come up in any of the Q link menus,

I can only find it if I make a Drum Program and choose "Pad" as the Type of Q link assignment.

Is there any way to assign basic synth parameters (Cutoff, Res, ADSR) to Qlinks in a Keygroup Program?
