You can't unfortunately. I don't know how its done on the standalone/Live/X side of things, but in the software they're VST plugins but they're baked into the software itself. Just like the plugins that come with Logic. Theyre just regular old Audio Units, but theyre coded as part of Logic so they're not available to anything else. The only one you can even find on a computer system is the Hybrid.vst but I haven't tried to see if that works in anything else since Logic doesn't use VST. You can find various components of the other ones like the GUI elements and what not scattered in the MPC softwares data folders, but not the actual plugin itself.

That "expansion" name can be misleading. I tried exporting myself.

Not sure about The Bank, but similar samples to what's in The 809 came with the Live in the Legacy Content: Drum Library, I think.

when in controller mode and creating your projects with the vst and plugins that only work within daw, you can bounce to new sample or audio track and then after saving and safely ejecting any storage devices you can take those sounds on the road and at the very worst you get to show off chopping on the fly, royalty free.

These days you might find it more flexible to use autosampler to create a keygroup version of a VST, it depends on the VST as to which method is most suitable. A keygroup program is going to retain the edit-ability, but may not capture the nuances of the original synth.
