I have noticed two nasty things about time signarure changes (2.13 standalone, goes back at least a few versions):
1) they cannot be deleted. If yoy delete the bar that contains a time signature change, it appears in the next bar.
2) if you use a TC setting of Bar, everything after the bar with the change aligns to the beginning of the first bar. For example, if your sequence starts with a bar of 2/4, and you attempt to nudge something later in the sequence by bars, it will be nudged to the third beat, not the first.
Does anyone know if this occurs in the software, or of any workaround?
