Pad mutes don't mute MIDI sends, right?

I'm on 3.5 and have a drum track that sends its MIDI to a MIDI track.

When I mute a pad the MIDI note is still sent out via the MIDI track to an external drum machine.

Is this the way it has ever been and is all fine?

The drum track is actually only a placeholder so I can have coloured pads laid out in an MPC like fashion to program external drum machines. The described behaviour defeats the purpose of this setup.
