The message is intended to "notify" you of paid plugin products that you haven't purchased. It's not notifying you that you're missing plugins or presets that are included with firmware updates so it's safe to choose the "don't show again" option. The message is misleadingly vague but that's how businesses work these days. "It is what it is."
I kept thinking I was missing a plugin or presets that came with 3.3 but the following thread got me sorted. There's a bit of justifiable ranting going on so I thought I'd post a more concise explanation for anyone else who may find themselves a bit boggled by the message.
