And that's not even guaranteed, e.g. with the FS1R you need to program sysex strings in your controller (however you can control every single parameter).
Clavia, Waldorf, (DSI) Evolver do 2 operator FM (Nord modular does N operator FM), AWE32, most OPL chip soundcards and others all do some form of FM. However the complexity of the timbres depends on the number of operators and algorithms (configuration of operators) and the FS1R is the most complete in that sense (after FM7 and Sytrus).
