My favorite hip-hop songs are most of the time a great loop, with short chops(TROY, 93 til infinity, Wrong side of da tracks, Chief Rocka...)

depends on the sample. Sometimes a dope loop is just a dope loop and shouldnt be messed with, other times its boring and needs the rearrangement to be brought to life. I normally go for chopping first just because I like to use some real recognizable samples and completely deviate from the original recording.

Come to think of it, both techniques fit a particular style of writing/composing. It all depends on what direction you wanna take your play.

depends on your goals, you can make it sound good either way.

I feel I got more control if I sequence my own drums, then occasionaly layer loop on top to fill in

My current beat has a sample that I've chopped every which way but it still sounds better as a loop, so you've just got to go with what sounds best.

Don't ever think you're more Hip Hop cause you found an amazing loop then wrecked it by chopping it up. Likewise, take that not so good sample and make it amazing by chopping and rearranging it. It goes both ways.
