I'm intrigued by what ever that note repeat is after she says " i am g going home"

i've heard this technique before, but I'm not sure how to do it. Is it more in the sounds you use or is there something besides a note repeat, with maybe a gradual volume increase that crates this effect?

any help would be cool, i want to try it out.

^^ i don't know.. that's what I'm asking, It doesn't sound as simple as delay to me, but i could be wrong...
