I was just wondering if there are any legal issues with sampling a record, and then selling the beat without getting permission?

Duh, yes. Of course there is.....
Use your own good judgement and be creative.
If you plan on it being a big tune(and even if you dont and its so good that it blows anyways) then think about what it is, how its being used, and the likely hood of it being discovered. And then what you plan to do when it does get discovered.

no doubt they be legal issues, if it blows,
if its small time, ain't no one gonna waste their time

Take a look at who your selling your beat too, if its some local cat with no type of hussle then you know its not gonna blow dont worry about it. If its some dude coming up grinding out there on mixtapes and all then set aside some of that doh you made off that beat for any legal problems. You should be chopping your samples til they're unrecognizable anyway we arent simply looping are we? jk/ nothing wrong with looping sometimes.
