is it possible to do this?

I really like the Delay 2 plug in Fruity Loops, so I was wondering is it possible to open only that particular plug inside Sound Forge? or maybe download it individually off the web, or is it solely for FL studio?

(i also only have the demo of FL7, so idk if there is a .dll file for the plug somewhere on my computer)
