Search for the mod archive where you’ll find the torrents (legal) to download the archives.

Either play the mods on OpenMPT or sunvox

Or

Search for Xmodits it’s on GitHub, this extracts the samples from the mods.

Then spend the next year or two auditioning all the samples. Coz there’s a lot.
Over 35 years worth . 8 bit too.

I don't think there's a license. The tracker scene was totally underground and people just sampled stuff from every imaginable source without caring too much about who owns what.
