I use Audacity. it's a free program from http://www.downloads.com just do a search for audacity. I do all my chopping in there. you could adjust the speed without effecting the pitch and adjust the pitch without effecting the speed. you could add filters, EQs, delays, reverbs, everything.

I use Adobe Audition, which if you have the means to attain is a more solid program than Audacity, but thanks to a conversation I had with Sparq, I also have Audacity and it is a great program too, and I could barely even fill the strain on my wallet

I mainly use Logic. If something doesn't timestretch properly in Logic I stick it into Live the copy the result from that back into Logic.
