Because digital is precise, and the mpc would have to do maths on every sample coming in to change the level. The mpc assumes that the digital source will have a decent level set already and it won't have to worry about it.
Basically, you don't have to worry about clipping from a digital source, and if it's clipped it's already clipped and you can't do anything about it.
