I'm not a nerd, so I can't tell you the scientific/engineering side of things, but I can tell it certainly can make a difference. Some audio interfaces can perform rock solid at 3 ms. And other audio interfaces can't even reach 10 ms. And tweaking your operating system can help too.
the performance of a soundcard "totally" depends on the configuation of your machine/computer and the power/cpu...
you could have a machine with firewire and usb ports but the firewire port uses the same irq as 4 other devices and the usb port does not have any conflicts the usb soundcard will work better and vice-visa.
with a powerful computer these conflict would not make any differents because the cpu would over power the conflicts...
