Peace. Earlier today I had a sample that was 56 BPM originally so I time stretched it to 86 BPM's because tats what I wanted the tempo of my song to be. After I chopped the samples and tried to play it at 86 BPM it wa still off beat. Shouldnt it have been at 86 BPMs because thats what I timestretched it to? What am I doing wrong? Should I not use any release when I chop it?

Timestretching over +/- 10% in any MPC is terrible and inaccurate at best, so I would personally carry this out with software if you can before chopping in the MP.

This obviously doesn't help, but it's the truth.
