Those arrow keys have less relevance when your using samples. Samples won't play in the middle of it, you would have to catch the top of the sample.
But I see how it important it is for you, you included legends in your point. 
The way I work often is loop and make 2 bars, then duplicate, then make some changes to the new bars 3 and 4, and I dont always want to wait till the playhead reaches the end of bar 4 to make changes there; I use the arrow keys to quickly get to the start of bar 4, hit overdub and play, and do whatever. Even if it's 8 bars or even 16, I can hit >> to immediately have the playhead jump to the very end, and then I jump back by 1 or 2 bars or whatever to make changes to those bars (especially do small drum edits at end of bar etc).
This CAN be done with the Touch, but you always have to change your focus to the bar field, adjust it, and change it that way. This is nowhere as fast or smooth as it was with MPCs with arrow keys.
I understand this isn't a big thing for those who are not used to the MPC workflow, but those who are may find this a bit crippled and it definitely does put a dent on the "iconic MPC workflow".
This makes sense on paper – "Oh that can be done using the touch screen" – but IRL it is a more convoluted process and it does hinder the workflow a bit.
That being said, I worked on some sh*t with the Touch last night and realized I liked it way more than I thought, and the touch screen is pretty nice in some ways.
