I think what they want is a view. The Force arrangement is currently quite limited in its actual arranging capability, because each track is just a simple MPC Track, where MIDI (and automation) events sit directly without any container block element between the event and the track. A Force "clip" is really an MPC Track, and a Force Arrangement track is also an MPC Track, so there cannot be clips in the arrangement you could move around, duplicate etc. To make the arrangement view useful for actual song structure organization, they'd have to make it possible to have multiple MPC Tracks i.e. Force Clips sit on the same arrangement track at the same time. Optimally, it should be possible to choose to have the SAME actual clip object instance be displayed in MANY DIFFERENT time locations in the arrangement view, so they could work like "shared copies" in Cubase. And to group together a bunch of clips (a scene or a range of scenes maybe) into a song part. AFAIK this isn't even possible in Ableton Live. In Reason there are "blocks", which can be used for song parts. And it should be possible to have the clips even OVERLAP, so I could have a generic form of, say, a Verse block or a "drum beat", but in a few select places I would non-destructively override a part of that with a drum fill.
So Akai, if you're listening: let the arrangement have MULTIPLE clips on each arrangement track, and even OVERLAPPING with other clips, and with the SAME CLIP OBJECT INSTANCE in MULTIPLE arrangement time positions. And grouping/multi-select for the clips. Then it would start to resemble an actual arranger.
Right now is a unique once-in-history-of-mankind opportunity to do it PROPERLY, because the structural element does not exist yet, and so there's no need to worry about breaking compabitility between existing project files.

Unhacked Akai Force, so this doesn't work yet. Accessible trigering some cc's tho.
