Are there any good software programs that change wav to snd?

Im looking for an application for os x.

I wrote a command-line utility in Python that should run on any platform (but not all are tested):

I never thought about that WAV to SND as an option.
I tried to open it, but it flops each time.
I might not have the right version of MacPython loaded up.

Oops. Just got it up.
(I'm running OSX 10.3.9. I had MacPython already loaded.
I just loaded up "MacPython 2.3 for Panther addons"
