Right now I have the EMU 1820 interface. Im considering buying a mpc 1000 in a couple months (my first mpc). I can add the EMU sync daughter card to my interface which would add SMPTE (LTC) in and out and an additional MIDI output for transmitting MIDI Time Code (MTC) for $80, should I do that along with getting the MPC 1000 or just get the MPC 1000 by itself?

the 1k as it stands does not have MTC, so there'd be no point in getting the daughter card. however, there is the third party OS for the 1k, and that may at some point in the future support MTC. fingers crossed

damn I want mtc on my 1k, where do I find a 3rd party os?

As of right now it is in beta testing and does not yet have MTC, but it has been mentioned by the author of 3.0 as to be added sometime soon. The retail version will be $30 US and well worth it.
