yea, if you are restraint by your budget, then get headphones. I recomend Sony MDR-V600, the price/quality ratio is very good.
For the samples, you can do as Chisel said. Free kits are avaliable in alot of places on the web. And of course, don't forget that you can find some crazy ish samples right here:

Later...when you will have more bucks to spend, you can invest in some equipment which you will be using to get your own samples. Here, the sources are unlimited: turntable, redio, tapes, 8-tracks, mike, tv..........
Now whatever you own... always try to make the illest ish possible with it. Some people get it the wrong way and buy lots of equipment but real don't make any great tracks. So be creative with what you have, and you will be surprsed how much you can do.
