Hmm... I'm confused. I don't use Reason, so probably am not grasping what you are meaning.
You want to be able to set a quanitization filed using % rather then 1/8, 1/16,1/32, or 1/96????
The T/C field itself is used for quantization. You can adjust or swing the quantization with
the Swing field. You have the ability to use Swing to adjust the notes that for example
were played at 1/16 if set Swing to 75% then it would actually be a 1/8th note. So you have
ability to adjust all they down to the next quantization.
TC field: Here you can specify the note value that will be the minimum unit for timing correction (quantization).
Swing field: In this field you can specify the amount of swing by which the backbeats will be moved forward or backward. This will be displayed if you have selected 1/8, 1/16, 1/32, or 1/64 in the TC field.
