Swing is a big ole unevenly spaced tick grid.
Notes are still in time with the bar as a whole, but not evenly spaced between all ticks like a straight 1/16 no swing would be.
% just makes the placement earlier/later a couple or several ticks.
The "mpc swing/groove"
Could have started out as someone making a hhat track and then swinging it on an mpc, several takes, several swing settings, wrote down the tick placements (would take a long time manually or) save as MID, maybe they copied the "groove" (tick placement, not the notes themselves) from the MID file, made a template where it forces your midi notes to that groove grid (forces your closest notes to that template swing grid).
