Thanks for your help so far, here's a quick update :
1. The AC adapter definitely seems to be working correctly.
2. Akai recommended that I try to get it to boot into firmware update mode using : FULL LEVEL + BROWSE + PAD BANK C/G while powering on, it doesn't do this either.
3. I contacted one of the Akai repair places here in the UK, he basically said it's toast, as he can't get parts and if it won't boot into the firmware update mode then it must be a mainboard fault.
4. I could purchase a new main/Carrier board from MPCstuff, but the board + shipping + customs fees would be close to £400, on a unit that cost £600 originally (and the board may not fix it. A new MPCone+ is £570, they are also selling the last of the MPC live 2 here for £650. Not sure what to do now, just seems like a huge waste.
Get yourself a cheapo amazon usb/uart dongle and plug it in directly into the board (I see you have the header soldered already). Plug it in then download putty, connect to your laptop and check if uboot shows up in the terminal and if it is, what errors it throws up. If it doesn't come to uboot stage your emmc is toast, you might try to reflash it with emmc image but given you had some sort of psu shorts, it's most likely dead.
Where in UK is that Akai repair place and where in UK are you ?
