Program Change - what am I missing?

I've been having the worst time getting to the bottom of this Program Change problem.

a) why does it always change my programs around even if I turn all the individual tracks to the off position in that field?
(the only way i could resolve it was to go through and turn each track to the right Pr.Ch. setting,
and even then other muted tracks would set it off)
b) is there a way to completely disable the function uniformly?
c) what is the purpose of this function? how can i use it to my advantage?
d) it's barely mentioned in the manual

Oh, sorry. Let me reword that.

I'm programming multiple sequences and songs using the same group of programs for drum sounds.
It seems that if even one track has its program change #set to something other than the intended Drum (1-4), my sound programs get automatically switched as soon as I press play.
When I tried to look that function up in the manual, there was hardly anything said about it, and what it did say didn't help my situation much.
So I wanted to know more about how the "program" field on the main screen works.
And whether or not there is a way to disable it entirely.

(the "program" field I'm referring to is on the main screen of the sequencer, right above "Velocity %")

I have just figured out that if I set the program # of the track to the same # of the Drum i'm using, the problem is solved. But if any track is set opposite of that, it throws it all out of whack, which is really annoying.

But I still am curious how that "program #" setting is normally used since it numbers all the way up to 128.

like newpgm-a, newpgm-b, etc?

and all your sounds change when you switch over to the other program right?

as of late i don't use more than 1 program at a time but i do remember the few times that i have thats theres a setting on there that will fix that, but its been so long i can't remember.

and as far as the purpose of being able to switch programs, is access to more sounds than just the four banks.

I think I have it figured out - I just have to set that program number properly as I record each track. Fixing it later is a huge pain, but getting it right from the beginning is easy.

isnt in create new program menu?
i mean shift+6 -> f3(new)??
you get New name: NEW_PROGRAM_02
MIDI program change:1

what if you set up all the new programs to midi program change of the same value?

im just thinking about it, but never used it, ok, maybe once

oh - you can change the midi program in program menu + open window on program name(when highlighted)
