yeah its just a guess really- but yeah processor considerations would be relevant too i suppose.
my guessiing is based on this :

the fact that certain settings behave differently between os's
and because JJ always said that "note on/16 levels" was always limited by "akai specification".
i dont know enough about that file spec stuff, to know whether or not jj could add in extra "pad data" or not... it'd be interesting to know.
nevertheless i think there must have been a good reason for him to pull it, cause im pretty sure it was there in the very earliest days of os2- and then the pad layers were returned. I dont think its the same as the simult new/old thing cause jj had it set up with the new simult straight from the off.
