How to create an INST program?

Sorry, if this is a dumb question: But can anybody tell me how i can create an INST Program in JJ OS 2? So far I only managed to create DRUM Programs. Unfortunately JJ's online manual does not give much inormation on this...

this brings me already to my next question: Is there an easy way to assign one sample chromatically to the full scale of an INST program?
