Can someone explain to me how to use the decay under the 16 levels to me it does not make a difference at all.

yes, try it out on a longer sample. decay effects the decay (fades off some of the end) of a sample and with a really short hit you probably wont hear a difference. use a sustained sound (strings sample perhaps) and then you should see what it does.
