For starters this isn't intel hardware, and even if it was, just because the address space is potentially able to access more memory you would never access the full addressable amount of memory anyways for plenty of reasons. The biggest issue for the Akai MPC 1000 is that the controller is not physically able to address more memory due to a limitation of the memory bus architecture. So sure the processor could address more memory but the product as a whole is unable to.
I'm not even sure what your point is anyways, who cares what what Microsoft implemented on the OS side, it has absolutely nothing to do with the MPC architecture. There are plenty of Windows systems that shipped with 4GB+ of memory that are never able to access more than 3GB of memory due to the hardware architecture, regardless of the operating system installed. Vista and Windows 7 can only access beyond the 4GB barrier *IF* the hardware in place also allows for it.
