That makes sense. It only works within the mpc. For instance a keyboard won't allow you to play 16 levels either.
Depending on what you're doing with 16-levels, and provided you're only playing note data into cubase, you could edit it in cubase to get the same effect as 16-levels on your mpc (change velocity, tuning etc.)

yup, and one thing worth trying (if you're recording midi data
to be played in another module / VSTi) is to play with the pad
midi note numbers in the program screen. then dial in the notes
you're going to use into the pads and you should be all set.
i once played around this way and it seemed to work.
-then again i'd find another controller since the 16 pads are
kind of limiting.
